The Biblical basis of the distinction between leaders and managers

The Bible shows two dimensions of leadership and management working together, clearly seen in Acts 6.
In Acts 6, the apostles focused on prayer and the ministry of the Word, while others were appointed to manage daily practical needs.
This was not a sacred–secular divide, but a distinction between leadership (direction and vision) and management (administration and care).
The early church appears to reflect this pattern through elders providing spiritual oversight and deacons handling practical responsibilities (Philippians 1).
Similar patterns appear in the Old Testament, where leaders like Moses and Solomon received vision, while others managed daily execution.
In Exodus 18, Jethro advised Moses to delegate daily responsibilities so he could focus on representing the people before God and providing direction.
Biblical effectiveness comes when leaders and managers function together, each in their proper role, to serve people well and fulfil God’s purpose.
